Any company or construction site that emits potentially harmful chemicals into the air shall maintain a permit that describes the amount of chemicals released into the air and ensures that the releases will not adversely affect local populations. The air permit is issued by the Texas Commission on Environmental Quality (TCEQ) and the New Mexico Air Quality Bureau (AQB).
